Microsoft Dynamics NAV offers two types of user licenses: Full and Limited. These licenses are either Concurrent or Named which is dependent on the deployment model (on-premise or SaaS).
Capabilities of Each User License Type
Full Users
Full users have full read/write access to everything in Microsoft Dynamics NAV. Full users are usually required for anyone who does any amount of data entry.
Limited Users
Limited users have full read access to everything in Microsoft Dynamics NAV and limited write capabilities. A Limited user can have write access to a maximum of three tables other than the General Ledger Entry Table. Write access to General Ledger requires a Full user license. Limited users are designed as a lower-cost alternative to extend system access to employees who have limited write needs.
Second, let’s describe the two available licensing models:
Concurrent Licenses –
Concurrent user licenses are limited by the number of people logged into the system at any one time. For example, if you had 20 concurrent Full User licenses, you could set up 50 people to be able to log into the system, but only 20 of them could be in the system at any one time.
Named User Licenses –
This one is pretty simple. Every person needs their own license.
Concurrent Licenses are only available with on-premise Microsoft Dynamics NAV deployments. Named users are only available with software as a service, or SaaS deployments.

To sum it up, on-premise is concurrent and SaaS is named.
